Cooper & Hall attended initial design and subcontractor meetings on behalf of the client, gaining a full appreciation of the complexities of the scheme and advising on changes as they arose. C&H supported the client in forming a cost plan, pricing document and subsequent Bill of Quantities. C&H’s close involvement at the crucial early stages meant the client always had control of the £50m PFI budget.
